State can't wait to upgrade its water system

Coalition response...It is rewarding that a majority of voters in a survey are concerned about water and recognize that under current conditions, it can't be reliably delivered to all users all of the time. The memories of the recent drought are lingering in the voters' minds even though we're just coming off an above normal water year. However, any comfort in these higher supplies is beginning to wane as California is waiting for the storm gates to open. This is a perfect example why upgrading the state's water supply system is necessary. Storing more water during wet years means it will be available for farms, homes, businesses and the environment when the inevitable drought returns. If California fails to move forward we will be sacrificing the security of a reliable water supply.

Coalition response...Despite his years of water experience, Jonas Minton's views on storage and conveyance is out of step with those whose future relies on a reliable water supply and have publicly stated they are willing to pay their share of new construction costs for conveyance. These public water agencies have already paid $140 million toward the completion of the BDCP and are being asked to contribute another $100 million. Common and acceptable procedures provide these agencies with "permittee" status and access to BDCP documents while the decision making process remains with State and federal agencies. Minton fails to mention that this access to documents has been made available to the public at the same time the permittees receive the information. There is no "inappropriate influence."
According to the current draft of the Delta Plan, reduced reliance on the Delta can be achieved by those who rely on Delta exports through a variety of methods including "new water storage and conveyance improvements that are integrated with and increase management flexibility to local, regional, and statewide water supplies." Even the Delta Plan recognizes that new storage is a necessary component of California's water supply future.
