Coalition response…Salmon trends along the west coast of California, Oregon and Washington have followed an up and down cycle documented easily over the past 20 years. Sacramento River Fall Run Chinook numbers in California were very low in 1983, 1992, 1998 and 2008. Conversely they peaked in 1988, 1995, 2003 and are rising again this year, which is no surprise to fishery experts. That trend was seen not only in California but also in Oregon and Washington, far from any influence of Delta pumping and now widely considered a result of poor ocean conditions, according to the National Marine Fisheries Service.

Coalition response...It’s difficult to formulate a financing plan before anyone knows what the final plan will be. A new-home builder doesn’t secure construction financing until the final plans are drawn up. Chapter 11 of the Delta Draft Plan is dedicated to “Finance Plan to Support Coequal Goals” and we can expect it to be completed before the Delta Plan is finalized.
