Coalition response...USBR water contractors already measure water deliveries to a higher degree of accuracy under federal water conservation plan rules that were adopted initially in 1992 and updated every three years since. Upstream, or lateral, measurement already achieves the same goal of farm-gate measurement because districts are able to calculate delivered quantities to individual farms. By using time and flow rates assigned to each farm on a specific distribution lateral ditch or canal, districts have been accurately measuring farm-gate deliveries to individual farms for years. Environmentalists would not accept either the federal measurement guidelines or lateral measurement calculations and argued against them even though from a practical standpoint they
achieve the same thing.
