Water Supply

The public will get its first look at Imperial Irrigation District's water storage proposal at today's Imperial Irrigation District Board of Directors meeting. The program, a joint proposal with the Metropolitan Water District of Southern California, would have the IID store some of its water at Lake Mead for three years, and in doing so bolster its elevation.

Thousands of miles of canals wind through the Central Valley near homes, throughout the city, and in the countryside. The Friant-Kern Canal is one of the major systems. About 152 miles stretch from north of Fresno down to Bakersfield.

"If there was a system like the Friant-Kern Canal that was to break and was adjacent to some cities, it could create havoc," says Mario Santoyo with the Friant Water Authority. Santoyo says there hasn't been any breaches of that waterway.

Repairs began Monday and are expected to last seven days on the Alta Irrigation District's main canal, which ruptured east of Sanger on Sunday, briefly threatening to flood five homes.

Officials began surveying the damage and preparing for the earthen canal's repairs. Investigators determined that the levee ruptured after wild pigs dug into the canal bank.

Groundwater

The 115-year-old Kern River oil field unfolds into the horizon, thousands of bobbing pumpjacks seemingly occupying every corner of a desert landscape here in California's Central Valley. A contributor to the state's original oil boom, it is still going strong as the nation's fifth-largest oil field, yielding 70,000 barrels a day.

But the Kern River field also produces 10 times more of something that, at least during California's continuing drought, has become more valuable to many locals and has experienced the kind of price spike more familiar to oil: water. The field's owner, Chevron, sells millions of gallons every day to a local water district that distributes it to farmers growing almonds, pistachios, citrus fruits and other crops.

California is the only state in the western United States that does not regulate groundwater at the state level.

Worse, as Sacramento Bee reporter Tom Knudson pointed out in a Sunday story, "As drought persists, frustration mounts over secrecy of California's well drilling logs," the state also is unique in the West with a wrongheaded, outdated 1951 law that makes well logs and drillers reports confidential information and not available to the public.

Imagine my surprise to wake up to yet another Sunday morning story in The Modesto Bee ("Rush to drill is uneven" Page A1, June 29) to learn how those pesky nut farmers have caused even more rural Stanislaus residents to experience the unpleasant experience of a dry well.

Having lived in the country my entire life, I'm no stranger to that helpless feeling when the tap yields no water. In the drought of '77 our family experienced both dry domestic and irrigation wells. We were able to secure loans to drill new wells for both purposes. We realized that with the benefit of living in the country comes the responsibility of providing and maintaining our own water supply. I've fixed, cleaned, modified and replaced many domestic wells for houses on my ranches over my lifetime - it's a fact of life when you live in the country.

Farming News

What will the future of agriculture and food production look like? Most of us are aware of some sobering statistics: With the planet's population expected to approach 10 billion by 2050, and incomes rising, demand for food is likely to double. Demand for water, meanwhile, is projected to grow roughly 55%, according to the 2014 U.N. World Water Development Report, while more than 40% of the world's population will be living in areas of severe water stress. Those are daunting challenges, to be sure.

But from where I'm sitting, I also see a steady stream of new farming technologies, practices and ideas that are increasing our ability to use limited resources efficiently-particularly water. And that promises a future agriculture that can feed the world, sustainably, for generations to come.

Groundwater

This has to be the year that California finally starts to regulate groundwater. It has to be.

Not since the drought of 1977 have water resources been in such dire straits. To cope, the state is taking drastic steps when it comes to surface water. Last week, the State Water Resources Control Board ordered more than 4,200 "junior" water rights holders in the Sacramento and San Joaquin watersheds to stop pumping water from streams and warned that, if things got worse, "senior" water rights holders might see restrictions as well.

Coalition response... Farmers and water districts around the state acknowledge that new groundwater management practices are necessary. The Association of California Water Agencies recently released its Recommendations for Achieving Groundwater Sustainability. Nine of the 14 members of the committee that developed the recommendations represent agricultural water suppliers. ACWA's recommendations are very similar to those issued at about the same time by the California Water Foundation, an independent water policy think-tank. The agricultural community is also working actively with both Sen. Fran Pavley and Assm. Roger Dickinson on their respective bills to improve groundwater management in California. In fact, the Valley Ag Water Coalition was actually the FIRST organization to propose language that would allow local government to impose fees on groundwater pumping to fund local improvements with dollars coming from groundwater pumping activities.

It is also important to realize that groundwater overdraft is not a new occurrence in California. The State and federal water projects were originally constructed, in part, to overcome long-term groundwater overdraft. And the projects were successful in achieving that until 1992 when project water began to be repurposed to meet new environmental objectives. That has had a significant effect on water users to the point that we are delivering less water to farms, homes and businesses this year than we did in 1977, the driest year on record. An entire agricultural economy in the San Joaquin Valley was developed based on federal and state water contracts. Farmers invested billions of dollars in both water supply infrastructure and on-farm irrigation system improvements based on these contractual obligations. Greater reliance on groundwater has always been a drought-year strategy. We should not be surprised that it is being relied on now to produce food for Californians and other consumers throughout the world.

Drought

Growers in the Fresno Irrigation District are relieved to see irrigation water finally being delivered to their farms.

In a normal year, farmers would see water delivered for six months in the Fresno Irrigation District. This year, they're getting a fraction of that but that still beats the zero allocation some growers are getting.

Families in areas hardest hit by California's drought are getting some much-needed help as part of the state's $687 million drought relief bill. Yolo County is able to put some of that money to use by feeding families in need. "Most of us here in town, they work on the fields, and they depend on the season," said Claudia Covorrubias.

But she says this season, the drought is taking its toll, and her husband is out of his usual farm work. It's a familiar story in Yolo County. "We need the water," she said. "If there's no water, there's no planting. So if there's no planting, there's no food."

Levees

Ten years ago this morning, a levee on Jones Tract west of Stockton abruptly crumbled, unleashing a flood of water and worry. The water went away, eventually. The worry never did.

A decade later, the perceived fragile nature of Delta levees remains a concern across California, where millions of people depend on water funneled through the estuary. And yet, since Jones Tract, those much-maligned levees have held firm. There has been no major Delta flood since that sunny day when the Jones Tract levee gave way and 12,000 acres of farmland became a lake.

Water Storage

Re "Are dams the answer?" (Page A1, June 1): Dams are built for flood control, power generation, water storage and recreation. Using only the average year water storage available for release really distorts the cost of dams.

Flood control in wet years saves millions of feet of water from ending up in the ocean while stopping or mitigating flooding. Revenue from power generation mitigates the cost of the dam and water storage, especially water saved during wet year supplies needed for irrigation and use by thirsty cities. Lastly, it provides recreational use for millions of people.

Re "Are dams the answer?"(Page A1, June 1): The look for a silver bullet to solve California's water problems has led to paralysis in providing solutions. There is no single answer, but the combination of efficient use, reuse, storage, distribution and desalination. The paralysis is exasperated by regional self-interest, gross over allocation and greed.

Re "Are dams the answer?" (Page A1, June 1): It may take a master negotiator, but it is time to work with the Great Northwest states to tap into water from the Columbia River basin.

Water canals along Idaho, Washington, and Oregon can be built and diverted to Northern California's dead seas and along to the Owens Valley to provide an infusion of new water resources to meet California's agricultural needs.

Drought

Mendota Mayor Robert Silva Friday said food lines already have begun in his west Fresno County city -- where he predicts the jobless rate will hit 50% among the largely Latino farmworker residents.

"The line was a block long today," Silva said. "This is going to be tragic this summer. This is going to be ugly. We need water released from the dams for farming now."

California is suffering one of its worst ever droughts and if it continues, social and economic dislocation is set to increase for rural communities. The US's biggest agricultural-production State is enduring its third consecutive drought year, with expectations farm-related income will be cut significantly.

The California Farm Water Coalition recently estimated that 800,000 acres (324,000 hectares) of the State's farm land would be idle in 2014, sparking about $2.7 billion in crop losses.

No water diversions from Tule. Surveyors up and down the Sierra mountains, including those in Sequoia National Forest, found little or no snow on Thursday.

Joshua Courter, hydrologist with Sequoia National Forest, said for the second consecutive year, no snow was found at Quaking Aspen at 7,000 feet elevation above Springville. No, or little snow was the theme across the Sierra. State water managers said California's snowpack is at 18 percent of average for the date, adding surveyors fund more bare ground than snow Thursday.

The impacts of California's worst drought in recorded history are hard to avoid. Water bills go up, lawns go brown, and gray water goes trendy.

The squeeze on water use in times like this can be especially tight for Marin County's most prevalent employers.

Water Supply

Instead of water from Millerton Lake flowing south down the Friant Kern Canal to irrigate farms in Tulare County, water from the dam may be released down the river to wet fields in the Los Banos area as soon as next week.

With no word out of the federal Bureau of Reclamation on increasing the water allotment to the San Joaquin River Exchange Contractors, that group's executive director Steve Chedester says they are poised to "make a call" on river water to be released from Friant Dam next week. The Exchange Contractors have priority on San Joaquin River water unless the bureau supplies them with an alternative as they always have until this year's drought. The contractors are guaranteed 75 percent of their contract supply, even in a dry year.

Why is it that The Bee has not run an article that discusses the massive amounts of water being released through our rivers over the last two weeks? Instead, The Bee focuses on pressure placed on groundwater supplies by growers of permanent crops (almonds). When surface water is released from reservoirs to the ocean, and not transferred onto farms, farmers have no choice but to rely on water pumped from the ground.

The weakest link of the south Sutter County levee system will be getting some much-needed repairs. Property owners in Reclamation District 1001 voted in favor of a tax assessment that will generate about $300,000 for the district, which has been in dire financial straits.

The funds will help the district repair three sections of its levees that the Department of Water Resources labeled as "critical." The revenue will also allow the district to take advantage of a Flood System Repair program from the DWR that offers an 85 percent match on capital projects.

Colorado River

Farmers, cities and power plant operators could soon be paid to cut their use of the Colorado River under a new interstate program aimed at keeping more water in Lake Mead and Lake Powell.

The four largest communities fed by the Colorado plan to pour millions of dollars into a fund to help farmers and industrial operations pay for efficiency improvements and conservation measures to cut their river water use.

Water Pricing

It's sounding again like the drought of 1976-77: "Shower with a friend." "Put a brick in your toilet tank." "Fix your leaky faucet." "Replace your lawn with a cactus garden." And then the pictures: denuded ski slopes, boat docks resting on the bottom of empty reservoirs, dry brown furrows stretching to the horizon.

Despite all the focus on urban water conservation, agriculture consumes some eighty percent of California water. California is basically a dry state, subject to periodic severe droughts. So, how come the largest water user is cow pasture, watered with giant sprinklers sending great sprays into the atmosphere? How come farmers irrigate those long brown furrows by flooding them, losing great quantities of water to evaporation, and bringing harmful salts to the surface? And how come some farmers even grow rice in flooded paddies, seeding them from airplanes? Why do we see so few elementary efforts to conserve water, such as drip irrigation or mulching fields to protect the soil? Why are irrigation canals not lined and covered to prevent water loss?

Coalition response... Characterizing something that is as complex as California's agricultural industry in simplistic terms fails to help people understand the very logical and appropriate nuances of why farmers do what they do.

The often-repeated statement that farms use 80 percent of the water doesn't give credit for the water we've set aside for the environment. Without the large quantities dedicated to environmental purposes (48 percent, according to the Department of Water Resources) California's fish and fauna wouldn't survive. We can't forget about the environment, and we don't.

Everyone, not just farmers, gets his or her water for free. That's right, free. The cost people pay is to cover the cost of treatment and delivery. Farm water doesn't need to meet drinking water standards. It's not available 24 hours a day at the turn of a faucet. Those things cost money and people who have access to clean drinking water all the time are paying for them.

Farmers have also spent enormous amounts of money on improved water use efficiency. In the last 10 years farmers have spent almost $3 billion upgrading irrigation systems on more than 2.4 million acres. That has helped almost double production while applied water use has declined by 14.5 percent. Interestingly, one of the photos used with this blog was taken on President Obama's recent visit to the San Joaquin Valley. Those furrows are irrigated with a highly efficient sub surface drip irrigation system. Things aren't always as they seem.

We may be in the midst of drought, but the state this month is launching what will likely be a controversial study of Delta levees - specifically, which ones should receive public funds to make them more resilient in the face of future floods.Officials want to prioritize the levees to determine which ones get the money, and, by extension, which of the low-lying agricultural islands protected by those levees are most important.

Property owners in the Sacramento-San Joaquin Delta are celebrating a legal victory involving a controversial proposal to build two giant water diversion tunnels, though state officials say the ruling is unlikely to delay the project significantly.

A California appellate court in Sacramento ruled Thursday that the California Constitution bars the state from entering private land to do environmental studies unless it first condemns the affected land through its powers of eminent domain, and pays landowners accordingly. The court also upheld an earlier ruling in the same case that requires eminent domain before engaging in soil testing studies.

A California appeals court has sided with landowners fighting the state over test drilling for a proposed water tunnel system in the Sacramento-San Joaquin Delta.

In a 2-1 decision, an appeals panel ruled Thursday that the state needed to go through the eminent domain process to gain access to private property on which it wanted to take soil samples and conduct environmental surveys.

The testing is necessary for the design and construction of two 30-mile tunnels that the state proposes to build as part of a delta replumbing project. To obtain soil samples, workers drill 200-feet-deep holes, a few inches in diameter, which are later filled with cement.

Landowners scored a victory today as an appeals court ruled against the state doing testing on private property for the Delta tunnel project.

The state wants to build two 30-mile tunnels to send fresh water around the Delta to Central and Southern California. A lot of testing is needed on private property for the $25 billion project, and landowners say the state overstepped its bounds and didn't compensate them.

"You can't just demand access to property just because you think you might someday want to do a project there," said Sacramento farmer Russell van Loben Sels.

Exchange contractor officials are rallying residents to protest against potential reduction or outright cessation of water deliveries to thousands of land owners on the West Side.

According to information provided by officials before an emergency community meeting Wednesday, the State Water Project and Central Valley Project filed a Temporary Urgency Change Petition with the California State Water Resource Control Board.

Local irrigation districts are really feeling the pinch of the drought as they struggle to meet demands of water users.

Sean Geivet, general manager of three water districts, is really feeling the pinch as he tries to meet the needs of three areas, including users in the Terra Bella Irrigation District that are being hit the hardest. Geivet is manager of the TBID, Porterville Irrigation District and Saucelito Irrigation District.

As a sign of the times, the Porterville Irrigation District spent the most of three hours Tuesday discussing water, or the lack there of. Issues discussed Tuesday involved the question of allowing water in the district to be moved out of the district.

This unprecedented drought has created serious conditions throughout the state and in the Orange Belt. More and more growers are seeking water they don't think they will have this summer as the federal Bureau of Reclamation has announced it will not send any water to east side growers. In many areas, growers have wells to fall back on, but not everywhere.

While California's current drought is the providence of Mother Nature, the severity of the impacts is the consequence of decades of failed leadership by state administrations. Water supplies for everyone and everything - families, fish, farms and factories - are unreliable because state officials have repeatedly ignored and delayed implementation of a succession of broadly supported plans that would work for all regions.

There would be enough water to go around in most years if the state had sufficient facilities to capture, convey and store a lot more water in wet times than is physically possible today. Hydrographs for the last century show that only about three years out of every 20 are "average" with the balance being either "wet" or "dry."

Thomas Cox, a third-generation Imperial Valley farmer, is driving his pickup along the gravel roads that separate large fields of lettuce, broccoli, onions and wheat. The discussion turns, as it often does in the Imperial Valley, to water. "Without water," said Cox, 27, "our ground would be useless."

But with copious amounts of water, the Cox family and others have turned half a million acres of desert into one of the most bountiful farming regions in the world - a fact unchanged by the drought gripping much of California.

Water Management

History is replete with ideas that were ahead of their time. Sagacity in the context of agricultural water management is one such idea. As California wrestles with this dry period, the relationships between surface water use and both groundwater and surrounding environmental values becomes more acute. I propose that California would be well served by revisiting the concept of sagacity as a tool that better reflects these important relationships.

Sagacity emerged in 1997 when professors from California Polytechnical State University in San Luis Obispo wrote a paper: "Irrigation Sagacity: A Performance Parameter for Reasonable and Beneficial Use." Although the paper received considerable attention at the time, the concepts in the paper seemed to disappear over the ensuing years. For the past several decades, there has been a zeal for pure mathematical and engineering efficiency in water resources management that disregarded the context in which water is used; the larger dynamic surrounding water management for various beneficial purposes; and the relevant tradeoffs that water resources managers face every day. During this time, our societal values in water have evolved and policy leaders are increasingly recognizing the tradeoffs water resources managers face. Inherently, the zeal for precision in efficiency has led to unintended consequences in many areas, where, for example, the environment and groundwater resources have suffered as a result of pure mathematical efficiency.

Transfers

Irrigation districts provide water that's key to agricultural prosperity in the Northern San Joaquin Valley, but some of those districts also have been cashing in on the region's water resources.

They've sold nearly $140 million worth of water to out-of-district agencies during the past decade. At the same time, they've pumped nearly 1.5 million acre-feet of groundwater - that's 487 billion gallons - from the region's aquifers.

A red padlock atop a closed canal gate is keeping water from flowing to a 97-acre field, leaving scraggly remnants of alfalfa that will soon wither in the baking sun.

This field is one of many across the Imperial Valley being left dry and brown as a result of the nation's largest agricultural-to-urban water transfer. Landowners are being paid by the Imperial Irrigation District to fallow their farms, while increasing flows of water are diverted to cities in San Diego County and the Coachella Valley.

Bay Delta Conservation Plan

In the water crisis that Californians now face, state leaders are necessarily focused on relieving the immediate effects of the drought on citizens. But the salmon and the commercial and sport fishermen who depend on them must be part of the short-term remedial steps.

In the late 19th century, the salmon were a valuable commodity, which made the conflict between the salmon's need for habitat and the Forty-Niners' destructive exploitation of watersheds that washed whole hillsides into rivers in the search of gold seemingly intractable. Spencer Baird, the U.S. fish commissioner, offered a way to resolve the conflict. He said hatcheries would make salmon so abundant that harvest regulation and habitat protection would be unnecessary. Who could resist such a painless solution?ve suffered as a result of pure mathematical efficiency.
