Questions muddy Delta Conservation Plan

Coalition response...The myriad of problems surrounding efforts to protect the Delta's ecosystem and establish a reliable supply of water may be difficult for some to fully understand. The Bay Delta Conservation Plan focuses on a permitting process for a conveyance that helps water users to get back to previous supply levels, not "to get more water from the Delta" as suggested by this editorial. Safeguards are in place that would prevent taking more water than is legally allowable.
The alleged "privileges in the BDCP process" afforded to public water agencies is a standard practice in developing conservation plans. This same practice also requires the beneficiaries of the plan to pay for the development cost.
People who object to the hiring of Laura King Moon to aid in the completion of the BDCP are doing so based on personal bias rather than DWR's efforts to get the most qualified person for the job. How can these people maintain this position when anyone they would suggest would likely reflect their own opinions? It has become a matter of trust and their reluctance to accept the good faith efforts of DWR will not help in resolving the issues of the Delta.
