Coalition response...The California Department of Water Resources is not handing over control
of the State Water Project as they discuss a potential sharing of expertise
with public water agencies during the construction phase of the conveyance
component of the Bay Delta Conservation Plan. The April 22 article referred to
by letter-writer Victor Ochoa clearly stated that once the project is
constructed, "DWR would then own and operate the facilities as part of the
State Water Project." It is also important to understand that construction
of an improved conveyance system that includes the two proposed tunnels through
the Delta will be funded by public water agencies and not taxpayers.
