Coalition response...Asking someone to pay for something, such as new water storage, requires a firm cost in order to receive a commitment. The firm costs for the projects mentioned by this author have yet to surface as studies are prolonged. Sure, an approximate cost has been identified but when you are asking individuals to put their future on the line it is difficult to respond to only approximate costs.
