Intentions of Delta plan seem murky

Coalition response...The plan that the National Research Council reviewed was a work in progress that was delivered to the scientists last December. Since that time the study has continued, including an effect analysis. In fact, NRC scientists acknowledged that the ongoing work was underway and stated that there is no need to start over in developing the BDCP. They labeled the science used to move the BDCP forward as "sound."
