Coalition response...The National Research Council was asked to review a November 2010 version of the BDCP to establish a habitat conservation plan. Despite the rush to judgment by the myriad of news articles in the past 24 hours that criticized BDCP, the NRC scientists characterized the science used in BDCP as “sound.”
Both BDCP authors and the NRC scientists recognized that studies are ongoing to finalize the plan. As pointed out by the NRC team, certain gaps in the November plan exist and filling those gaps will move the proposal forward. As an example, a completed “effect analysis” was missing in the plan but work on that plan has been underway since November.
According to the NRC scientists, there is no reason to start over in developing the BDCP. Once the gaps are addressed, the plan is expected to be stronger in resolving issues plaguing the Delta.
