Coalition viewpoint...In 1994, then-Interior Secretary Bruce Babbitt stated that if additional water would be needed to protect threatened or endangered fish, federal officials would buy it---no further cutbacks to supplies to farms and cities. He said, “A deal is a deal.” Today, federal officials have abandoned that promise and are calling on water contractors to fund an additional $100 million in studies that would provide more water for fish. Interior officials are adding these studies after nearly four years and $140 million funded mostly by water contractors. With such a track record, it is no surprise that water contractors would remove themselves from any future funding without a guarantee of a water supply.

It is difficult to accept any of the solutions offered by the author when he starts off with inflated numbers.
