Coalition response...There is a coordinated review of toxins in the Delta already under way by several agencies within the BDCP and Delta Vision process. EPA’s entry into the fray adds another player that may duplicate what has already been done. This editorial attempts to shift attention from the 145 million gallons of treated wastewater that the City of Sacramento discharges into the Delta each day, representing over 60% of all the municipal wastewater discharged to the Delta. This wastewater includes 14 tons per day of ammonia and is the major source of ammonia to the Sacramento River and the Delta. The Delta would be better served if EPA joined with these other agencies in an effort to protect the Delta.

I read the article in the LA Times, I think that the EPA has been working on the issue for a while but the news has only recently picked up on the story. Testing has been going on for decades. I am 90% sure they are going their own so that don't have to be pushed into one particular way of looking at addressing the problem. By doing this internally they won't step on the toes of other groups and can work more efficiently. There are advantages in both approaches.
